The parliamentary group Compromís, has registered in Les Corts, a proposition not of law to urge the central government to promote reform of the local financing model that guarantee the competences and self-sufficiency of municipalities.

According to the deputy of Compromís Silverio Tena, "The current local financing system has consolidated in recent decades large inequalities in terms of autonomy and financial sufficiency, and therefore of service provision". "In the Valencian country the municipalities are doubly underfunded, by the current financing model of the city councils but also due to the consequences of the infrafinanciación of our territory, which is still to be reformed, and that has affected the municipalities given that the Generalitat has received fewer funds also to develop the programs and the investments with territorial impact". "Moreover, it explains the parliamentary commitment-L & #8217; Local administration assumes competences and tasks that in many cases correspond to them but those who have the & #8217; moral obligation to provide a solution. For this it is necessary to establish a system of participation in the tributes of the state more stable in which they & #8217; avert the negative liquidations ". In this sense this parliamentary initiative of Compromís claims to the Government of Spain that is beginning a reform of the local financing model, expanding the participation of municipalities to state taxation. According to Tena, "the aim of this reform is to strengthen the local autonomy of municipalities to ensure the correct development of municipal competencies, guaranteeing the provision of public quality services of all citizens, live where they live". Thus, Compromís proposes a reform of the law on Local government Bases and the law on local treason-where in addition to guaranteeing local funding just and in autonomy for local entities, S & #8217; Establish a specific regime for smaller municipalities and lesser local entities, with the & #8217; Spirit of maintaining the & #8217; Local self-government, the committed management of the common heritage, the provision of services and the institutional reference of & #8217; identity and promoting municipalism. With this non-legal proposition commitment also requires the central government that, in character of & #8217; urgency, the next general budgets of the & #8217; State, the necessary legislative modifications are made to allow local entities to have the surplus of their municipalities without having to & #8217; Expect to generate new income. Similarly, the Council is urged to which, while it is not possible to continue to increase in the budget of the Generalitat the items allocated to the Municipal Cooperation Fund, due to the infrafinanciación of the Generalitat Valenciana, the most dispopulated municipalities are prioritized and the most indebted. In conclusion, Tena explains that "there is a need for more fair distribution of public resources, dealing with local diversities, in order to strengthen municipalism as a fundamental tool to guarantee the development of local competencies and to improve the quality of life of the citizens, and in that sense the central government is the one who has to put on the table solutions".
