No one saves themselves. The southern challenge is the most difficult in our unified history. But it's not a lost cause." From Gioia Tauro where, together with the Prime Minister Conte and the Minister of Education Lucia Azzolina, he presented the Plan for the South, Minister Provenzano writes on Facebook about the spirit that guides the measure, and the guidelines that animate it.   "Italy has many fractures. Inequalities and divisions are combined and accentuated in places," the Minister for the South writes. "Bridging territorial gaps is not just an act of justice, it is the essential lever to activate the unexpressed development potential of our country. They told at length about an immigration emergency, for months they talked about invasion. They did not look to the South emptying, to the countries that are depopulated, to the exodus of the new generations which represents the real national emergency. It's missing the good avow, of course. And quality services: school, health, mobility."   A Plan to Bring Perspective to Young People During the press conference presenting the Plan, Provenzano does not hide the emotion, and he is very clear about the challenge. "We wanted to keep a commitment: to put the South at the top of our minds and do it for the whole country. For years there has been talk of immigration, but we have forgotten about the #8217 emigration from the South. With this plan we want to guarantee the right to remain. If you go away, though, it's not just for lack of work. That's missing elsewhere, too. What the South lacks is the prospect of the future. That's why Plan 2030 is born, to give a perspective”.   We can't afford the recession The plan for the South is “maximizing the #8217 impact of measures already in the budget law and which many ministries are putting in place these days. This is because the South is in danger of going back into recession and we cannot afford it," the minister clarified.   “Development and Cohesion are ‘missions”. – write Provenzano again on Facebook -. “It's not just about the southerners, but all those who are engaged in the battle to make Italy a more just and advanced country. Institutions and citizens, politics and society must fight it side by side. Aware of the difficulties, of course, but also of the sea of opportunity that we face. We can open a new page. We have to write it together” .   ***********   Promote the construction and completion of works in the railway, road, water and construction areas. It is one of the objectives of the plan developed by the Government for southern development presented today. With regard to infrastructure, the plan provides for works that can be contracted by 2021 for 33.5 billion euros. The main interventions, in addition to the’starting of new works, relate to planned maintenance, maintenance #8217; modernization, #8217;adjustment and safety. The planned infrastructure is EUR 54.8 billion, of which EUR 46 billion is financed. In the three-year period 2020 -2023 the government expects spending of 21 billion, 65% more than in 2016-18. And over 123 billion by 2030.   Among the priority interventions are: the Ragusa-Catania road link; 106 jonica; SS 121 Catania; SS 268 of Vesuvius; The SS 17 of the’Abruzzo Appennine and Appulo-Sannitico; SS 16 Adriatic; The Salerno-Avellino motorway junction; the high-speed-high-capacity Salerno-Reggio Calabria line; the High-speed-high-capacity Naples-Bari line and the Messina-Catania line. There are 27.5 billion available for rail network interventions, 5 billion for road infrastructure, while 360 million are earmarked for water works, with an additional 600 million for interventions in other sectors.   Of paramount importance, "investment in human capital". The commitment is to keep schools open all day already from the next school year starting with municipalities where the dispersion rate is highest. And then reduce the territorial gaps in skills, strengthen the school construction, the extension of the No Tax area without penalizing the Universities and the attraction of researchers to the South.   A whole chapter is dedicated to ecological policies, from energy income for households aimed at saving in bills for low-income population groups, the spread of renewable energy, to the experimentation of a circular economy, the enhancement of sustainable transport, and the creation of the "Cantiere Taranto“.
